The introduction of Land Administration information system for Xi’an city

　　 The system was started in May 1999, passed the internal test and appraisal respectively in November 2001 and May 2002.

　　 The main constructive situation of the system are as follows;

　　 The total investment of this project is 25 millions, including the expenditure for cadastration and spatial data construction of 18 millions, hardware of 12 thousands ,software platform of 12 thousands and software exploration of 20 thousands.

　　 The system finished the cadastral spatial data base construction of 347 km. for cities and towns, among which ANTU I2M assumed 70% amount of work.

　　 The system explored the module of updating spatial data and administrative module for historical base. Xi’an Land Bureau established an effective data updating mechanism in order to assure that all kinds of cadastral alteration can enter data base in time.

　　 On the basis of this data base, the OA system for cadastral business such as net-based inquiry , touching screen inquiry, and operation and examination & approval without paper was explored.

　　 The system realized distant operation by using a special line to connect the nets between the municipal bureau and13 district and county’s Land Bureau ,and the nets between the bureau and municipal government.

　　 The system utilizes a mode of combining B/S and C/S. And WebGIS technology on the basis of browser is adopted to browse and treat the data of the space and attribute of every examination and approval.

　　 The system realizes the management of data and the issue of information by municipal government. The municipal government can browse the whole city’s any cadastral maps and attributive information at any times.

　　 The system also possesses sub-systems of workflow for multiple business such as management of archive circulation and prejudication of land for construction.

　　 The data base system adopts the double machine group server, so it can sustain the whole city’s visiting to the data stably and fleetly.

　　 The system also has the inquiry function on the basis of touching screen, through which the introduction of Xi’an Land Administration Bureau and all sorts of information of land administration can be obtained.

　　 The system is the first one which has solved the timely connection between cadastration and information system, administrates and updates in time the great quantity of cadastral data, and has an information system which realizes OA. It is a demonstrative modle to the other city’s information construction of land administration.

　　 The system passed Xi’an Institute of Science ‘s check and acceptance in which two academicians participated. It was concluded that the system reached the international advanced level.

　　 The whole city’s and the 13 district and county’s land-use database was build in October 2002, and land-use database administrative information system was also finished that year..
